From 1 January 2011 the National Agency for Higher Education evaluates the outcomes of study programmes Programmes are evaluated in terms of how well they achieve the requirements laid down in the Higher Education Act and the ordinances linked to the act. In other words, the National Agency determines to what extent students´ achieved learning outcomes correspond to intended learning outcomes. Qualitative targets
The outcomes in the qualification descriptors are grouped under three headings, or three forms of knowledge, that are the same for all qualifications:- Knowledge and understanding
- Competence and skills
- Judgement and approach
The programmes that are evaluated are those that can lead to the award of a first or second-cycle qualification. Newly-established programmes are exempt. A selection of programmes that lead to the award of a Higher Education Diploma or short vocational education and training programmes are also being evaluated. Great weight attached to degree projects
The evaluation system attaches great weight to the appraisal of the students´ independent projects (degree projects). The higher education institutions´ self-evaluations, alumni questionnaires and the students´ own experiences of their programmes are also taken into account.The National Agency´s evaluations are undertaken by external assessment panels in which subject experts, students and practitioners are represented. The panel submits a proposed assessment of each programme using a three-level scale: - Very high quality
- High quality
- Inadequate quality
Review of inadequate quality
The assessment must make it clear that the students (and therefore their study programmes) are considered to have achieved the outcomes evaluated. The panel has to provide reasons for each assessment. On the basis of this assessment the National Agency then decides on the overall evaluation to be awarded to each programme. Those that receive the evaluation of Inadequate quality will be reviewed within one year, after which the National Agency will decide whether its entitlement to award a qualification is to be revoked or not.Even though the evaluations are conducted by external assessment panels, the National Agency plays an important role in coordinating their work and in guaranteeing that appraisals and decisions are made transparently and fairly. Six evaluation rounds
The evaluations take place between 2011 and 2014 in six different rounds.
