Admission of third country researchers to Sweden

Högskoleverket (Swedish National Agency for Higher Education) has been designated as the public agency responsible for accrediting research organisations in accordance with Directive 2005/71/EC regarding the admission of third country researchers into the EEA, Iceland, Norway and Liechtenstein. This Directive was transposed into Swedish legislation in 2008 (SFS 2008:290).

Hosting agreements


The admission of third country researchers to Sweden for more than three months for the purpose of carrying out research takes place on the basis of a hosting agreement drawn up between a research organisation and a researcher. The hosting agreement specifies the legal relationship and working conditions of the researcher. A hosting agreement must be approved by Migrationsverket (Swedish Migration Board).

Extract from the Swedish National Agency for Higher Education's Regulations:
 
Article 2§    A sum of at least SEK 8,700 should be at the disposal of guest researchers for living expenses for each month of their stay in Sweden.

Article 3§    Annex 4 of the Regulations and General Advice issued by the Swedish National Board of Student Aid (CSNFS 2000:1) concerning student assistance indicates the maximum amounts for loans to cover additional costs for a round trip journey from Sweden to and from certain countries. At least half the amount indicated in the regulations should be at the disposal of the guest researchers for their return journey to the country in question. In the case of a country not covered by the regulations, the National Agency for Higher Education determines an amount for the return journey in each specific instance.

Accredited research organisations


Research organisations that wish to enter into hosting agreements are subject to an accreditation process conducted by the Swedish National Agency for Higher Education.

If a third country researcher would like to reach a hosting agreement with a research organisation that is not on the list, the researcher should inform this organisation to contact the Swedish National Agency for Higher Education.

Residence permits


Although third country researchers no longer require work permits to conduct research in Sweden, they do require residence permits. Researcher should apply to the Swedish Migration Board for a residence permit. More details can be found on its website at:
