Högskoleverket's supervision of higher education: important decisions 2006-7

One of the main tasks of Högskoleverket (Swedish National Agency for Higher Education) is to supervise higher education institutions (HEIs). The purpose is to protect the legal rights of students by ensuring that HEIs comply with relevant legislation and regulations.

The Swedish National Agency for Higher Education (Agency) conducts its work in various ways. The starting point is often a complaint from an individual student or from the Students´ Union. If it is considered necessary, the HEI in question is given an opportunity to make representations. The matter concludes with a decision whereby the Agency reports its assessment of the legal situation and makes a critical judgement of the HEI, if necessary. However, the Agency is not able to change a decision that a HEI has made about a matter. The Agency may monitor a matter by means of a, so-called, follow-up decision.

The Agency´s supervisory role also includes making general supervisory visits to HEIs, conducting in-depth studies, and initiating other supervisory measures.

In this report, the Agency presents important decisions about matters of general interest. The decisions have been made within the framework of the Agency´s supervisory activities during 2006 and 2007. It is hoped that the report will provide support and assistance to the staff of HEIs, the Students´ Union and, not least, individual students.
