
For the appraisal of the applications, the Swedish National Agency for Higher Education commissioned a panel of assessors.
The panel comprised Lars Haikola, Vice-Chancellor at Blekinge Institute of Technology (Chair); Kjell Goldmann, Professor Emeritus at Stockholm University; Anita Hansbo, Assistant Vice-Chancellor at University West; and Eva Åkesson, Assistant Vice-Chancellor at Lund University. The panel´s tasks have included specifying assessment criteria for the entitlement appraisal in accordance with laws and regulations, ensuring that the applications are assessed in a consistent manner, and providing the National Agency with a proposal for a decision.
Additionally, the National Agency commissioned subject experts for each application. These have assessed institutions´ applications and the supporting documentation.
Management, teachers and students at the applying institutions have been interviewed on visits. The names of the subject experts appear in The Assessors´ Report.

The Swedish National Agency for Higher Education has also decided to grant Kristianstad University College an entitlement to award Masters degrees in the field of education science . The Swedish National Agency for Higher Education further recommends the Government that it grants Jönköping University Foundation an entitlement to award Masters degrees in the fields of Electrotechnology; Production systems; and Product development.
However, the Swedish National Agency for Higher Education finds it justified to review the granted entitlements within a period of a year, for the following fields:

The review concerns the measures that each institution has applied in order to address the shortcomings specified under the Swedish National Agency for Higher Education´s Comments. The National Agency will then decide if there are reasons for withdrawing the entitlement (in the case of the state-run institutions) or to request that the Government withdraw the entitlement (in the case of Jönköping University Foundation). The other granted entitlements will be reviewed within the framework of the National Agency´s continuous programme evaluations.
In accordance with the assessment panel´s findings, the Swedish National Agency for Higher Education has decided to reject the following university colleges´ and universities´ applications for an entitlement to award Masters degrees in the fields specified below. The Swedish National Agency for Higher Education notes that those institutions whose applications have been rejected demonstrate - in the fields the applications relate to — shortcomings in teaching competence or teaching capacity, or in the scholarly environment required in order to be able to offer an education with close links to education at the postgraduate level.
